Over 30 years of experience in the Soviet Union and more than a decade of consulting and project development in the Russian Federation, Azerbaijan and Tajikistan. Major projects include Feasibility Studies for Chemical Plant construction for Azerikimia, an Azerbaijan State Concern; Rehabilitation of Varzob Cascade and Kairakkum Hydroelectrical Plants and the Coal Mining Component of the Proposed Fan Yagnob Coal-Fired Power Plant Project in Tajikistan.

Upon completion of Feasibility Studies, we facilitate implementation of industrial projects within the framework of the Build, Operate and Transfer (BOT) structure in accordance with the UN Industrial Development Organization's Guidelines of Infrastructure Development through Build-Operate-Transfer Projects.
Areas of facilitation: incorporation of Project Companies, negotiation, preparation of and participation in Project Agreements with the Host Country.
Deliverables: Special Agreements with relevent Government Agencies, as well as Contracts with Construction, Equipment Supply, Operation and Maintenance Service Providers.
We also assist with Loan and Shareholder Agreements.

Biographical Information:
Rudolf M. Rubiner acquired a Masters Degree in Metallurgy in 1962 and a Ph.D. in Engineering in 1969 from the Moscow Institute of Steel and Alloys. From 1962 to 1988 he was responsible for executing research and development programs within the system of the Ministry of Electro-Technical Industry of the USSR. Upon immigration to the United States he incorporated Eurasia Link, Ltd. and Metallurgical Resources International, Inc. in the State of New York, companies specializing in engineering and business consultation in the fields of Mining, Metallurgy and Energy.
